No disrepect to Pac-man, but Hopkins has just done a ton more. Argue the welterweight argument if you want, but that still doesn't explain his wins over Pavlik, Tarver, Keith Holmes, or Wright. Add them in, you also have De La Hoya and Tinidad. And unlike Pac, all of B-Hops losses were relatively close fights. Only loss that can be said of for Manny is the Morales fight. Sure, you could argue that Manny was unrefined, but then by that rationale, Hopkins debut loss against tomato can Clinton Mitchell should have been a KO loss for him too. With a few more wins over more future HOFers for Manny though, my opinion could change.

I don't like Pac a lot and I like Hopkins but I must say Pac. He has this amazing record against the mexican HOF or/and ATG. And most of his matches are against bigger or similar opponents. Hopkins best wins are against smaller fighters. He was a great fighter but unfortunately didn't have enough good fighters in his weight classes
Hopkins had an amazing career, still being an elite fighter deep into his 40s, which unheard of. But he fought in his comfort zone as a big middleweight most of his career and only moved up when he had nothing to lose. The best fighters he beat, however great those wins were, were guys fighting past their best weights (Trinidad, Pavlik, De La Hoya, Wright). He has a very good win against Tarver, but he lost to the other elite guys he fought who were the same size as him (Roy Jones, Calzaghe, Jermain Taylor). These guys were also the fastest fighters he fought, suggesting a weakness there which doesn't bode well for him in ATG matchups. Pac has fought through 10-11 divisions, beat Barrera twice (3 knockdowns), Morales twice (5 knockdowns), Marquez (4 knockdowns), Hatton (3 knockdowns) and gave De La Hoya the biggest beating of his life. He revenged his loss to Morales and beat Marquez in their rematch after the draw. He has a couple of knockout losses early on, but they mean nothing as they weren't meaningful fights. He was a skinny flyweight when they happened and was still very raw and we've seen how good his chin is as he's come up through the divisions. If he can get Mayweather into the ring the question will be who ranks higher out of him and Sugar Ray Robinson.
hopkins best wins came against smaller men. winky, tito, DLH, pavlik moved up, calzaghe moved up, tarver had to lose weight after rocky. for this reason pacman gets the nod
Hopkins never beat anyone on a par with Morales , Berrara, or Marquez. Paq is considerably higher on the ATG list.
BHOP has never been dominated and has 20 middle weight title defenses. This man has never even been seriously hurt in a fight. Pacman is a media darling who fight ever entertaining fights. However, he has been KOd and I thought JMM beat him twice. Bhop gets my vote
Hopkins lost to every elite big man he fought (taylor*2, Calzaghe, Jones). Pac destroyed every elite bigger man he fought.
