Warren had a lot of trouble breaking the Levene and co domination in the sport, to the point that he help create the National Boxing Council (NBC), a potential rival to the BBB of C and then courted the WBA to get their support. Warren's tactics worked and the BBB of C backed down and there was a more even playing field in the sport in Britain.
