If Pacquiao wants to fight the best welterweights in the world, then why doesn't he want to fight them at their natural weights?

That would provide the best fight and would eliminate weigh drained excuses.

However, Pacquiao has all the leverage because he's the top dog in the sport...And if you can beat the top dog, well then you become the new top dog! The competition Cotto has w Mayweather/Mosley is why he will sellout in order to get the fight done.

Manny is going to KO the fraudster Cotto at any weight. Cotto's chin is made of glass that is more fragile than Klitschko's chin. Cotto was exposed by Margarito and only got the win against Clottey because of corrupt judges. His days are numbered.

I totally agree. If pac wins people will always say Cotto was dehydrated. Let Cotto come in at 147 and no excuses can be made.

Errr... because he's the smaller man, so he wants to maximize his chances of winning, while taking big fights with elite welterweights?

Your damn right he wants to maximize his chances and gain an unfair advantage by making him come down to 143. Cotto should go no lower than 145.

I'm a Cotto fan and I'm with you on this one, Cotto would be pretty weakened below 145-146 pounds. BUT, Pacquiao is the hottest name out there right now, so if Cotto wants to fight him and agrees to, lets say, a 143-pound catchweight, then it would be Cotto's "fault", as it would be his choice to fight at that weight. The Pacquiao team are doing the best for their fighter, "unfair" advantage or not, you can't blame them, imo.
