I think Mosley makes it easier, actually.

He has seamlessly made the move from 147 to 154, back to 147, up to 154, and back down again to 147.

With Mosley being the gym rat that he is combined with the fact that he is more used to moving up and down and weight, I think he makes the move more easily.

Cotto seemingly has stamina problems, and apparently had a lot of trouble making weight at 140.

Based on this, I think Mosley would be more effective, although I agree with dbouziane--both would be somewhat affected, I just think Mosley handles it better.
