An arm punch is when you throw the punch from the shoulder without putting the rest of your body behind it, most importantly bending your knees and turning your hip. No, I wouldn't say Clottey is an arm puncher. Otkke was a classic arm puncher.
Boxers get most of their power from their legs, that's one of the reasons why balance is so important. a lot of boxers don't get their feet set and in turn don't generate much power, the power is a lot weaker because mostly the arms are used and not the legs and the rest of the body.

Calzaghe's standrds tippy tappy combinations are just slaps. Calzaghe's hayemakers do just about qualify as arm punches though, though it is arguable even his best power punches are still slaps.

well you got one right in ali and an arguable one in foreman, though his technique was sloppy i believe he used more of his body then it appeared. MAYBE williams when he's firing his 8 punch combinations forgets technique. Other than that, PAVLIK! HEARNS! TUNNEY! dude there is no way. Watch their fights in slow motion and you'll see their form, especially hearns, is fantastic
