Wait why are people picking tunney over Loughran? If a Teenage 19 year old Loughran could beat Tunney by some newspapers, imagine what Loughran would have done to tunney when he was older and more mature. Loughran also fought the best lightheavyweight punchers of the era, while tunney did not take on any of the well known 175lb punchers(Stribling, Berlenbach, etc) nor did he fight black men.

Just to let everyone know...Loughran weighed just 162lb to Tunneys 174lb for there fight

Most people seem to be rating him right around #9 or 10, which I think is fair.

I don't think so. There are many more accomplished LHW's, and I personally don't rate him very highly H2H at the weight, either. If you base your ranking of him on his H2H potential primarily, I guess the argument can be made depending on how highly you rate him there. Otherwise he's borderline top 15.

Fair enough I guess. I personally think he's worthy of a 10 spot, but at the same time, the LHW division is so heavily loaded with great fighters that its almost impossible to create a concrete list.
