Maybe because Cotto had beaten a younger Moseley or maybe because Moseley is too old and Pac thought that he would not get any credit in beating such an old fighter.

Mosley @147 is a tougher fight for Pac than Cotto @147
but Cotto@145 is waay tougher than Mosley @140

And even if Pac's next fight was @147, I wouldn't blame Pac of ducking anyone because whether he fights Cotto or Mosley, you can't deny that both are elite welterweights who are much more massive than Pac.
