Its within the limit. But the rules says up to 147lbs. If they are going to limit Cotto to 145lbs, then those are not welterweight rules.
145 is a contractual thing. Not related to the belt. Of course, Cotto's team may have asked for the belt not being on the line. Its all about contract. They COULD have fought for the belt even with a 145 (contractual) weight limit.
The weight of 145lb, along with the brand of gloves, the color of shoe laces, the advertisements on the trunks and the water brands they spit in corner during the break are part of their private agreements.
Uh perhaps the middleweight title wasn't on the line becasue it was fought at super middleweight. The middleweight belt shouldnt' change hands in a fight fought at 165.
Of course it is in the welterweight limit, and of course the belt can be up for grabs, however I don't blame Cotto for not putting the belt on line when he can't fully take advantage of the weight division.
