Fear or thoughts that he will lose has nothing to do with it. Cotto's lawyer knows that this is a bargaining tool, and he and Cotto are simply utlizing it. It is very common to not put the title on the line when a catchweight is involved. Pacquaio would not fight at the WW limit, so in Cotto's mind, it is only fair that they still fight, but not put the belt on the line. Plus, the article said that Cotto wants more money. He is going to use this to negotiate with Arum for a bigger purse.

I personally believe that if fighters agree to catchweights, so be it. I just want to watch a good fight. At the same time, I believe that the belt only be on the line if they fight at the established weight limits for the division. It is not fair for Manny to take the belt from a WW who has agreed to a catchweight when other real WW fighters did not have that same opportunity. This will result in the WW belt being held by somebody who won't fight above 145, and a bunch of WW fighters who do not get the opportunity to fight for the belt because they can't come below 147 when that is the actual limit for the division. These things can get very messy, so screw it, leave the belts out of it and put on a good show.

If it's true then smart move on Cotto part. If Pacquiao wants to fight a ww then fight a ww at the ww limit.

Nothing wrong with that. I love Pac but if he isn't fighting within the freedom of the full 147 pound welter limit then he shouldn't be fighting for a belt.

He might be using that belt as leverage to get more dough out of the deal. But i don't blame him, Now if the fight was at 147 that's another story.
