Imo. it is between Hearns, Calzaghe and MAB. Perhaps throw Morales in there although I personally rate MAB somewhat above Morales.

I personally don't give a damn about 21 defenses against poor opposition but if we are talking about the greatest fighter skill wise then it has to be the Hitman.
The greatest fighter in that group is Hearns. He fought the best opposition and was the greatest, but the one who had the greatest reign as WBO champ was probably Calzaghe. Hearns had his greatest moments at lower divisions. Odd to think that Calzaghe and Hearns held the same title, with Hearns being the first champion of the WBO at 168 pounds, fighting the formidable James Kinchen for the title. Tommy defended it against Olajide in 1990. He did not have it on the line vs. Leonard in 1989, although he could have , but the Leonard fight was at an agreed upon weight of 164 I think. Maybe that is why it was not for the WBO title.
