I'm going to have to go with Cotto based on his win over Alfonso Gomez. He looked spectacular against him. He boxed so well. I've never seen Pacquiao box like that. I've seen Pacquiao knock guys out in spectacular fashion but I've never seen him box like Cotto did that night. Pacquiao's style is very akward. His movement lacks rythm so you never really know when he's about to throw punches. That makes him hard to figure out.
Roy Jones is not a boxer either !! ... and its not about the jab ... he just never outboxed anyone ... he was usually the faster, more athletic fighter than his opponents. You see when you have guys like that, when they lose they lose bad because they have no boxing ability to rely on.

I'm not a big Cotto fan ... but Pac has been knocked out twice ... Cotto's corner threw in the towel ... he took a beating but thats only 1 loss and he still gave it his all against a tough opponent. Pride beat Cotto more than Margarito ... I can tell you this if Cotto would've beaten Margarito ... he would be #1 p4p not Cotto.
I think people fail to realise that if manny and cotto were the same size this would be a mismatch. Only guy that has a good shot at beating manny at 140 is marquez or mayweather. Those three guys are on their own level in terms of skill.

Miguel Cotto ... he doesn't overwhelm his opponents with physicallity ... at best he breaks his opponents down with effect boxing and precise - effective - textbook punches.
It seems to me like you have a very narrow and reductive view of what boxing skills are. Conventional textbook 'slick' skills are not the be all and end all of skill. There is more to boxing than conforming to one particular fighting style.
