Ya loads in the past have had worst, current WBC inetim Super-Flyweight champ Tomas Rojas(31-11-1) is the worst I can think of).
Jim Braddock had 20 something losses and became HW champion of the World. Johnny Nelson had a few losses.
lads im surprised you have missed out Fritzie Zivic he had 65 losses not when he was champ though ill just check how many losses he had when he held the world title. 27 losses when he was champ.

Freddie Pendleton survived a 15-13 start to his career, to be arguably the best Lightweight titlist for a couple of years, post Whitaker. Pendleton finished with a 47-26 record. Neon Leon Spinks of course became the Heavyweight Champion of the World in his 1978 upset of Ali, then it was downhill and Neon Leon finished with a 26-17 resume.
