Where do you get the idea that Williams is the one stopping the fight from happening, he's not the one who negotiates and chooses his fights, Goosen is. Goosen is the one that is most likely stopping this fight from happening, not Williams. If Williams really didn't want to fight Pavlik than negotiations would not be going on.
