He never will. Trinidad was already a legend by this point in Cotto's career. That doesnt mean he isnt one hell of a fighter though.

Not impossible. Everyone blurting out "Never!" isn't thinking too terribly hard on the subject. Trinidad packed it up and stopped fighting consistently VERY early. Cotto improving and consistently fighting top tier opposition well beyond the stage where Tito was out of the game, how would he not be greater? Trinidad certainly never had the opportunity to establish his place in history like Cotto will soon have against a prime, rampaging Pacquiao.
It'll be almost impossible to do if he hangs em up at 30 like he says he wants. But beating Pacquiao will definately get him alot closer.
