Almost everyone have answer that question so many times that those boxers did not par up to the opponents Pac for meaning the Mexicans. I'm not saying that Mexicans are better than black boxers. I'm just saying that they ruled the lower weight divisions. Pacquiao will earn more fame if he fought those rulers. If he fought the fighter from the lower echelon Pacquiao will be cricitized for fighting those boxers (I'm not saying they're weak in anyway but they are not considered elite by many) instead of the rulers of the weight division. If you think I'm wrong check every single post on this thread you'll see that they will rank the Mexicans over some of the boxers that you mentioned.
