Pac is fighting Cotto at a catch weight. If he was the bad ass you claim he is he wouldn't need catchweights. Henry Armstrong didn't. Duran didn't. Ray Robinson didn't which clearly shows Pac does not rank there. And styles make fights. Mosley has speed Pac has never seen and doesnt want to.

Robinson and Armstrong are names even a ******* should know (I would hope so) and yes, it's basically blasphemy to even mention their names with Pacquiao (I'm sure some *******s have). You're right about Shane vs Pac's speed also. Pac is fast, but his last 3 opponent have also come into the ring slow as hell, which has made his speed look a bit faster. He was faster at 122-130. He's never had Shane Mosley speed!

 

It's called testing the waters. Same reason Floyd fought Corley at 140 first or a 140er in Sharmba Mitchel at 147 his first fight there, or Shane fought Rivera his first fight at 147, Paul Williams fought Kolle at 160, or Philips at 154.
DLH's firsst fight at 154 was against Javier Castillejo, not Winky or Vargas. His fight fight at 160 was NOT against Hopkins either.
