Last I read, he was back in shape at 210, do you think if he took his weight seriously, he could still make some noise in the HW division?

With the right circumstances and luck, maybe so, but time's running out for Toney to win a HW title. He was as much of a HW champion as Francois Botha was, so I'm not even sure we can call Toney a former HW champion.

By attrition, maybe. Neither Klitschko plans to stay in the game for too long. :deal

If he's stubborn and stays in shape, he could very well find himself the best active heavyweight (or top 4).

Does the NABO or IBA belt count?

    I didn't think so either.

well, he claims to be a HW champion at the moment. the man makes the belt (IBA) not the other way around according to toney. i'm a fan of toney, and would like to see him crowned, but i just cannot see him beating either of the klitschkos, they are just too big for him i think. he's pretty much wasted the last 3 or 4 years of his career when he could've grabbed a belt by getting disgustingly out of shape.

if (and it's a big if) he's back in shape and can string together several wins over meaningful opposition then he will deserve a shot at one of the belts (probably WBC, sulaiman seems to love him) and victory will depend on who's holding it then.

When Ibragimov, Briggs, or Lyakhovich held the belt, he could have beaten them, I feel.

His ship, I fear, has sailed.
