Not very. Most seem to know exactly what he is. A very good, proficient boxer with god-given speed, power and athleticism. But no, I will never confuse Pacquiao with a master boxer. He's more of a force of nature than a surgeon.

the thing that makes pacquiao so effective (especially when facing old and weight drained fighters) is his speed and athleticism. as far as his boxing skills go, he needs to improve alot more as he can easily get outboxed (morales and marquez X 2).
I wouldn't say they underrate the skills of the heralded p4p best. But, at one time he had very little skill but was winning titles in multiple weight classes with just pure speed and strength. The technical leaps and bounds of progress he made from the first Marquez fight to the second are really impressive. It's hard to gauge how much better he might be now as he hasn't been roughly challenged on a technical level since that second Marquez fight. But he's certainly looked brilliant.
pacquiao is a crude natural brawler.....watch some of manny's early fights with roach: sanchez, ledwaba, 3K Battery, marquez 1....he was a simple brawler with a devestating left hand..... Roach since the marquez 1 fight, has really focused on making manny into more of a "boxer"...... The pacquiao right hand is very underrated these days.....he massacred de la hoya with it, and primarily used his right hand against hatton before the left punch KO...I expect to see more of it in the cotto fight
A very good boxer puncher now. He used to be a typical southpaw in the sense that he purely relied on his 1-2 to knock people out. Starting from the David Diaz fight he is more developed with better movement, more punch variety and a better body attack. I woulden't say he is underated but people always comeup with dumb excuses as to why he won.
Pac's skills have been underrated since he burst out on the scene. Today he's among the top 2 or 3 most skilled fighters in the sport.
