If a boxer is in shape, it usually makes up for their lack of skills. James Toney is a very skilled boxer, but look at him, he's fighting in a division that's he is not suppose to be fighting in, and he sometimes looks like a C level boxer.

It's good to see him dropping down. When he's around 235-240 his speed is under-rated and he's dangerous, he's still one of the division's big punchers.
Tua had very good skills and was a damned good slugger. While he winged his hook at times he could get away with it because of his height, but most importantly he could throw short shots and most of his best knockouts were from his short left hook. Peter is a very poor mans Tua.
when your 2 best KO's are Jeremy Williams and Oleg Maskaev you are not a big puncher. Peter has not KOed any of the elite fighters he fought. His power is WAY overrated.
