Is it possible for Pac to cheat, but not know that he cheats?

It's possible, but even if he took something and didn't know, you could not really hold it against him if he was unaware. I don't think he would take anything purposely. Steroids could only help you so much in boxing anyway. Skill, talent, ect., is much more effective. Being ripped/on roids or whatever could only take you so far in boxing I think.

I think the people that do cheat, they are usually one step ahead of the testing, but they are apparently getting closer to being able to catch people who use HGH. Yeah, i don't think you take em orally anyway. You have to take a shot, and then there was the cream and clear stuff that all the baseball players used. That was of course used by the now defunct Balco though.

It probably is easier to get away with some stuff in boxing compared to other sports. I'm sure some guys are on something, but I really don't think boxing is the type of sport where it would take someone that far to be on roids/HGH. Skill will win out more often than not.
