Haye by a pretty good margin. And I'm not sure Chambers is even in the top 5. Heck, even Rossy had better handspeed than Chambers in their fight, he just had no clue how to use it. Wlad and Estrada are also ahead of Chambers in the handspeed department.
Tuas single shot speed is not that quick but his counter hook, counter overhand right and combination punching is deceptively quick
I agree with you it's so fast and he's got the best jab in the hw division. He just flicks it out there so fast it messes up your stance.

Wladimir Klitschko has the fastest hands, Chambers throws too many arm punches to be considered. Haye has excellent handspeed and is right behind Klitschko in that category.
