Yeah, I agree - it's easily Pac. The victory over Cotto is a result over a guy who has beaten most of the top welterweights around. Floyd hasn't really done much at WW so far, his two best results there were against JMM and Hatton - while Hatton had fought at WW previously, he wasn't really proven there.
They've both hardly got legacies there. They've both got wins there and are proven enough for us to know they can compete there, that's the legacy really. Mayweather has a legacy at 130, see the difference. Pacquiao doesn't have a prolonged legacy at any weight really, but he's just one of the greatest fighters probably ever, that's his legacy. He stayed at 122, 126 and 139 for some good amount of fights so you could say he does there. Aint no welterweight ****ing legacies though.
