The pads he had in his wraps were hard. In the court documents they state they were hard and that they had a substance on them.

Both pads were hard and both have the substance.

They said plaster like substance, which doesn't mean it's plaster, but that it could also be as thick as plaster is and dry. One pad was already "hard" which was the one already wrapped, the other pad which was caught and still being put in, was hard in the middle but stiff around the edges.
