Surely in most competitive sports this is the assumption, you want to compete, you take the tests when it is asked, no questions asked, if you dont, you are guilty, and are banned. This is not a court of law, this is sport, and it is your choice to partake in sportm its jnot like your liberty is being infringed, just a rule you have to follow if you want to compete.
I'll use football/soccer as the example. Rio Ferdinand is/was one of the best central defenders in the best league in the world. He failed to take a random drug test, not found guilty, just failed to take it, and was banned for 8 months if my memory serves me correct. This is how other sports treat this kind of thing.

Mayweather's promoter Richard Schaefer said a Pacquiao promoter told him the Filipino superstar would not agree to a blood test within 30 days of the bout because of his superstition against testing.

Pacquiao and Mayweather have previously submitted, and passed, urine tests for performance-enhancing and illegal drugs supervised by the Nevada State Athletic Commission.

Travis Tygart, chief executive of the United States Anti-Doping Agency, said a blood test can allow testers to detect use of energy-boosting synthetic EPO, human growth hormone and "a number of potent performance-enhancers not detectable in urine. . . . With a [30-day] window like that, you could dope to the gills and get away with it.

i really can't see how taking a blood test the day before will make him weaker, we're not talking about pints of blood here, we're talking about a spoonfull.

With a [30-day] window like that, you could dope to the gills and get away with it.

Tygart noted Olympic athletes are tested often and without notice. He said less than a teaspoon of blood is removed out of an average of 380 teaspoons in the normal human and that it regenerates within an hour of being withdrawn.

Blood tests, he said, can find things urine tests can't, like the use of human growth hormone, synthetic hemoglobin or blood transfusions, all of which "certainly would aid in an endurance-type event."

After reading this back, i realised that i might not have made my point of this totally clear.
I basically want to know if people think Pac is being forced into something he doesnt have to prove (ie. Innocent...) or in your opinion using banned substances because he wont take the test (ie. Guilty...)

Hope no-one moans about this, i just feel that the overall opinion can be seen from it so Pac and PBF's opinions are basically quantified.

I believe that Pacquiao is innocent of doping. I'd like to see this fight happen, with or without the testing. It's such a huge fight and a rarity to get the two best in their particular sport to go head to head. I'd hate to see it blown.

    :huh

Noooooo haha! it was a joke dont get bent out of shape,

Im not accusing anybody but i'd hardly call it ducking on Mayweathers part like some people are because Pac wont agree to a little drugs test

Pac came up with the penalty clause for over weight fearing PBF would cheat, now PBF then says ok but i want you drugs tested 2 days? before and then after the fight in fear of Pac cheating, Pac says no, i'd say if yove got nothing to hide then why not just do a test?

Im scared of needles/blood-tests but if my reputation as an athlete and the chance to make boxing history (not to mention $25 million min) was on the line hell id just man up and do the ****ing thing
