The WADA does not describe full testing procedure. That is the responsibility of the USADA. That is how the NSAC and USADA can both be "under" the WADA and yet have different testing methodologies. Saying that the USADA is equivalent to the WADA is silly. One sets guidelines, the other develops procedures to meet those guidelines.
I believe his legacy is incomplete. Until he fights an African American he's incomplete. It would be no different if Floyd never fought a Latino. Now there's talk about juiceman fighting Paulie.
