Steroid issue aside, the negotiation for this fight looks a little weird. GBP is the one negotiating for Floyd yet Ellerbe will quickly remind anyone who says that GBP is promoting Floyd that GBP does not promote Floyd. Floyd is promoted by Mayweather Promotions. Yet, GBP is the one negotiating for Floyd with Top Rank. Top Rank is the primary promoter of Manny yet we know that GBP also owns part of Manny and GBP gets a percentage of profit from each Pacquiao fight. So, we can say that Pacquiaos primary promoter is negotiating with Pacquiaos co-promoter representing Mayweather . The funny thing is that both promoters of Pac can't even agree with each other!
The only way to get this fight done would be to have the two men who are actually going to fight in the same room to you know... negotiate. Who knows what's actually being said to them by their team.
