Why do people keep saying this? Why would Floyd ask for blood test against guys that have been welterweights, or around welterweights, for the majority of their careers and who do not have a history of moving up in weight and power exponentially?

Floyds camp is suspicious of Pacquia's ability to move up in weight and maintain power. They have made this clear. The only people acting like this is some new standard for Floyd are Pacquiao fans playing "gotcha" games. If Floyd fights Berto next, I wouldn't reckon that he would ask for such accurate testing, why would he?

Edit : In other words, Pacquiao's accomplishments, that he his fans and his camp are very proud of, are also Floyds justification for asking for the test.
