Because he thinks the blood test weakens him. For him it is not just the money, he also wants to win the fight, not that he will imo. And same thing can be said about Floyd dropping the random blood testing for the $40mil as they can not really be serious on that thinking Pac will juice up in between bout and joepardize his legacy.
