    I should have read further before posting. EXACTLY my thought. Go by the rules of the state or don't. Not hard is it.

    Yep. A lot of the blame, IMHO, lies on the NSAC for not stepping in. They are the governing body. They should've stepped in right away and laid down the law.

    well it is a drug.

    and it does enhance his performance by making him unable to feel the pain in his hands.

    so i guess that makes it a preformance enhancing drug.

    which i would guess might qualify it as a PED

    Apparently, Mayweather has played this game before. And interestingly Lidocaine isn't banned by the WADA (USADA) so by them doing the testing it would have never been tested for, while if the NSAC does the testing it will be tested for...
