You do know that some fighters have admitted to using PEDs and yet still have not been caught by NSAC? Fighters have always been able to negotiate outside of the commission (e.g. Pac's demand for 10 million per pound over in the same set of negotiations). The fighter who is accountable is the fighter who runs away from a fairly simple demand and signs to fight another fighter before negotiations were officially over. Pac moving onto Clottey. Floyd moving onto Shane... Be honest with yourself.

Not facing the best out there next could mean a draw decline in his next fights and picking Shane could save him.
