Both are bad. Hitting someone with bricks is much worse. PEDs can enhance your conditioning, but that's no more dangerous than simply gassing out when fighting a fighter with great conditioning. Loaded gloves make it incredibly easy for fists to shatter bones and do long term damage. There is no training you can do to make your fists into bricks, but there's plenty of training you can do to improve your oxygen uptake or strength.

The pads were there if anything to add weight to the gloves, hence increasing the power. Steroids give an unatural increase in power as well. Mosley felt the pads, and Mosley never said they were hard as rock, or brick, or anything like that. Fighters fists can be labeled as lethal weapons.
The guy is a POS and we know for a fact he tried to harm Mosley with loaded gloves and lets face it chances are like 99.9 percent he was using well before. Plaster of paris hardens when wet. The wraps weren't wet when they were applied, hence were not hard. Sweat, or water applied before the gloves went on, would have caused them to harden. All of the reporting at the time said the same, that the wraps were laced with a substance/substances, that would harden when wet, like a cast. So no, not weight, bricks. Also, steroids don't give an unnatural increase in power. They significantly increase muscle growth, and that additional muscle, in turn, increases power. They also improve muscle recovery and other side effects that aid in training. But any increase in power is due to an increase in muscle mass, which also includes an increase in weight, which is why boxers don't use steroids to gain power, which would bump them out of thier weightclass, but to allow for more intense training and speed recovery during training. The effects of steroid use in boxing are indirect.
