You're correct. All major points were agreed upon for that fight, inlcuding the blood testing. Team Pac later backtracked in regards to the their willingness to completely comply with the request which is what doomed that fight.

Considering Mayweather vs. Pacquiao can't be made at this time, I'd say that's a pretty accurate statement.
