Personally I believe Pac/Roach used the testing excuse to back out of the fight to get more training time. I think they did/do want the fight with Mayweather but realized March 13 is right around the freakin corner and there was no way to have enough time to train and promote so soon after Cotto. On the flip side of the coin Mayweather was already in training. But I do believe the fight will take place anywhere from november to december of this year.

Different departments within the state have their own testing requirements. Some require only urine while others require urine and blood (engineering, civil service, etc.), depending on the position and their union's contract the applicant is applying for. But that's irrelevant. What is relevant, and what you conveniently ignored is, consensual urine and blood test are the gold standard for a level playing field. The ACCURACY of drug testing is your false red-herring and ruse to desperately reach for excuses why Manny Druguiao shouldn't submit to any random OSDT. You're full of ****. You damn well should know different anabolic steroids are developed to structurally altering testosterone to reduce breakdown and maximize tissue-building effects.
