Hatton was ring champ at 140 by virtue of luck and inactivity. He won the title from Tyszu, aquired a vacant title by beating Judah, of all people. He then fought only 5 more times at 140 over the next 4 years, and did not face any of the other major titleholders at that time. He was the linear champ for 4 years largely due to inactivity. By 2009 it was VERY hard to make the claim that he was the best at 140 when so much new talent had shown up and Ricky hadn't fought any of them. Cotto was a top 3 welterweight when Pac fought him, but he was not clearly the best in the division nor was he the toughest challenge. Pac largely skipped over the vast majority of competition at 135 and 140. He did nothing to prove to me that he was the best in either of those weightclasses, he just grabbed belts on the way up to 147, where he seems to be taking a more sincere interest in staying and proving himself.
comprehension here is essential. the "overweight" the are pertaining at first is the fine cotto has to pay for every pound he weigh over 145. that's between pac and cotto's team only. now the "overweight" pertaining to the WBO is the 147 limit. WBO cannot strip cotto if he weighs exactly at 147 or lower only if he is "overweight" in the welter limit which is 147. any true boxing fan would know this.
