I'm not comparing ANYTHING to Mayweather. I didn't mention Mayweather. This has nothing to do with Mayweather. Here are my points:

Diaz was not the best at 135. No argument.

Hatton was ring champ at 140 by virtue of luck and inactivity. He won the title from Tyszu, aquired a vacant title by beating Judah, of all people. He then fought only 5 more times at 140 over the next 4 years, and did not face any of the other major titleholders at that time. He was the linear champ for 4 years largely due to inactivity. By 2009 it was VERY hard to make the claim that he was the best at 140 when so much new talent had shown up and Ricky hadn't fought any of them.

Cotto was a top 3 welterweight when Pac fought him, but he was not clearly the best in the division nor was he the toughest challenge.

Pac largely skipped over the vast majority of competition at 135 and 140. He did nothing to prove to me that he was the best in either of those weightclasses, he just grabbed belts on the way up to 147, where he seems to be taking a more sincere interest in staying and proving himself.

 

comprehension here is essential. the "overweight" the are pertaining at first is the fine cotto has to pay for every pound he weigh over 145. that's between pac and cotto's team only.

now the "overweight" pertaining to the WBO is the 147 limit. WBO cannot strip cotto if he weighs exactly at 147 or lower only if he is "overweight" in the welter limit which is 147. any true boxing fan would know this.

Between Tszyu and Pac, Hatton easily dominated both Urango and Malignaggi. When Hatton beat Malignaggi like a tomato can, guidoman was ranked something like #1 or 2 by ring magazine. After that fight it was the clear consensus that Hatton was the best at 140. Especially after Ngoudjo another top10 Ring jrWW had got dominated by Urango

So you think they go from talking about being over 145 resulting in penalties and in the very next paragraph say that he could ALSO be stripped for coming in overweight, but somehow now mean over a different weight than the one JUST MENTIONED ONE PARAGRAPH BEFORE.

Of course they can strip him. They make the rules. Under their rules the fight was contracted between 141 and 147, so it was a welterweight fight, and coming in overweight against his mandatory could result in being stripped.

“If (Cotto) gives it (welterweight crown) up, I think the WBO will make Manny the number one. We'll pay the sanctioning fee and the title will be on the line. That's what I think will happen," Roach said Sunday in an interview with ***********.Com.

Cotto had publicly expressed his refusal to defend his title against the Filipino ring icon, saying the 145-lb catchweight is “not a category" and that if Pacquiao wanted a title fight, it had to be at the welterweight limit of 147-lbs. He even said he’s willing to give up the strap if the WBO would insist on making it a title fight.

Valcarcel told the ***********.com report that the WBO is attempting to make Pacquiao as No. 1 challenger despite an expected protests from other contenders in the rankings of the 147-pound division.
Valcarcel said he has already discussed the matter with Bob Arum, promoter of Cotto and Pacquiao, and Top Rank president agreed to the proposal.
"I made a request to the committee to place Pacquiao in the number one position for the fight for Cotto's title. I've already spoke with Bob Arum and agreed the fight will be for the title," said Valcarcel.
