I'd say it's between Jenkins and Williams but I could see the argument for Rosario, Arguello, or Davis. Herrera and Goldstein I just don't know enough about to rate them. Mosley and DLH looked magnificen at lw but I think they lack the signature win to compete with the guys above.
Mosley is like the Rodney Dangerfield of Boxing. He's dismissed because he lost badly to Wright and Forrest but they were bad matchups for him. He's a natural Lightweight.
He was coming in as a light middleweight to his lightweight fights. Far from a "natural" lightweight.

I know that no one has actually seen him fight at lightweight, but I dont see how any lightweight has demonstrated one punch ko power anywhere near the same level as Bob Fitzsimmons has. All his known lightweight fights ended in KOS within 4 rounds! He was probably inexperienced at lightweight, but while he was there, he must have been one hell of a big hitter.
