got a lucky decision vs clottey. the only top ww he has beaten is mosley who was past it at his old age. he has fought 80 percent b level fighters in his career. almost got k0d twice by 2 b level guys and was outclassed in his losses in so many ways

If by "elite" you mean an ATG, then clearly not. However, if the term is taken to indicate a current A-level fighter, then I would say he definitely was over the past few years. We'll see how he looks against Foreman.
