Yes. Let's be honest here, Marciano isn't exactly a boxing savant. His skills were lacking. Toney was WAY ahead of Marciano when Jones outclassed him.
Archie Moore suffered only 1 loss in previous 45 bouts to Harold Johnson which was avenged 4 times. Had recently KO'd the middleweight champ Bobo Olson, was the reigning light heavyweight champion of the world and the number 1 rated heavyweight challenger in the world. Ezzard Charles was 32. The Jones who fought Ruiz was 34. You could argue that they weren't at their peak but neither was Bernard Hopkins when Jones faced him. I'm afraid there isn't much of a case to rate James Toney over Rocky Marciano.

Yes because no fighter should ever receive credit for beating someone that wasn't hypothetically at the very peak of their career (and no one ever sees a losing effort as the peak of anyone's career). 34 year old heavyweight Roy Jones also wouldn't be viewed as "prime" if he lost to Rocky Marciano. Moore and Charles were hardly used up by the time they fought Marciano. Both were greater than Jones, especially at the weights they fought Marciano at.

see this is the key for me. jones looked great at heavyweight for one fight. BUT we can hardly draw conclusions from one fights against: 1)an opponent like ruiz 2)a jones that fought a perfect game plan for exactly one man, one fight. it's like leonards middleweight record: he fought well against hagler but it was only for hagler. whose to say how jones would have fared against any other heavy as that whole plan was to take advantage of ruiz's weaknesses and emphasize his strength. no one will claim that charles and moore were prime when they fought the rock and yeah, they did DAMN well considering. but in the end rocky showed us that he could win against adversity, against a relative variety of opponents. he fought through skill, will and blood. and both charles and moore were significantly more proven at that weight, especially the cinnicinati cobra. if rocky could knock them out, it's reasonable to assume that a one-off, one fight jones would suffer the same fate
