Both are to blame. if Pac had accepted to take the tests the fight would be happening likewise if Floyd had dropped the demands the fight would be happening the reason why Pac might look worse than Floyd in all this mess is cause his team didnt act like one and was all over the place since day one while Mayweathers team was more consistent all throughout.
