If you can name 40 fighters who are locked in above Manny Pacquiao, I'd be genuinely impressed. Looking down my list, there are guys in the low 30's that just have no case to be ranked above him.
Not sure but remember an ATG is not only governed by results and opponents faced. They are just a few of many other qualities. Pacquaio's ultra humble personality should increase his status along with his work ethic, even his ring entrances when he's smiling as if he's going to perform a playful act. All these little things contribute to his greatness.
Very hard to say ...because down the line somewhere in the future if it comes out that he took HGH or PED's it could and would change people minds for sure. Everything comes out sooner or later.
