Mayweather's 14 day offer was a compromise from 0 days. Remember that Floyd wanted random testing up to the day of the fight. That article (at least what you show of it) does not mention that. Nor does it mention Mayweather's compromise on the USADA issue. Floyd's original stance of random testing up to the day of the fight is well known and well documented. Do you accept this fact, or do I need a link or magazine article?

Floyd is still waiting on Manny's counter offer.

When HBO televised "Pacquiao/Hatton 24/7" -- the four-part series that followed the buildup to Pacquiao's second-round knockout of Ricky Hatton to win the junior welterweight title in Las Vegas last May -- it aired footage of Pacquiao taking a routine blood test as part of his prefight medical exam in Los Angeles.

The blood test was conducted 24 days before the fight; it punches holes in Pacquiao's argument that giving blood inside 30 days of a fight negatively impacts his performance.

Arum was intrigued by the "24/7" scenario. He told Reuters on Monday that he was ready to move away from Mayweather and announce a new opponent on Tuesday for Pacquiao, but that was before the "24/7" scenario was brought to his attention.

"I will transmit it [word of Pacquiao's '24/7' test] to Manny once [HBO Sports president] Ross Greenburg establishes the actual date of the test in '24/7' and [the Mayweather camp] makes a proposal based on what Ross has come up with," Arum told ESPN.com from Cabo San Lucas, Mexico. "If that happens, I am sure I can convince Manny" to tighten the testing window.

In an attempt to clear the air, Bob Arum told Michael Marley that Manny Pacquiao did indeed turn down Floyd Mayweather’s recent offer to have a 14 day testing free compromise.

“They made the 14 day offer and Todd sent a text message to (Pacquiao's agent) Michael Koncz in the Philippines. Five minutes later, Koncz replied and said Manny rejected that. The point is we have a written record of that,” Arum said.

Golden Boy CEO Richard Schaffer is still attempting to salvage the fight, however Arum is giving the impression that he is no longer interested and appears to be moving on to pit Manny against Joshua Clottey in Dallas.

I have yet to see a legit reason as to why Pac did not overtake Floyd while Floyd was active lol... Pac beat 3 great Mexican fightes, and yet when arguments are used as to why Pac is greater than Floyd, he still was NOT ranked ahead of Floyd until Floyd retired lol... Why is that?

Your race analogy was ok, but there are a few problems with your post.

First of all, Ricky Hatton beat Luis Collazo at welterweight!!! He was not "beat by collazo at that weight already" in fact he was undefeated at the time Floyd fought him! Floyd gave him his first loss and his first KO. Floyd basically loosened him up, destroyed his ego and fighting spirit. Freddy Roach would even tell you this if you asked him. Therefore Floyd's win over Hatton was more impressive. How does knocking out somebody Floyd already knocked out contribute to putting you ahead in the P4P rankings?

As for De La Hoya, Pacquiao beat a weight drained, older, shell of De La Hoya and Floyd beat him FIRST, AT HIS WEIGHT OF 154 POUNDS. (a weight class Manny is too scared to even fight in.) Floyd weighed in at 150 for that fight, meaning Oscar had close to a 15 pound weight advantage. Manny did not beat the same Oscar. Mayweather probably would have knocked him out at 147 too, but who knows. The fact is, weight makes a huge difference.

Lastly, Marquez whooped Pacquiao's ass and Pac had to go life and death both times whereas Floyd schooled him start to finish. Why even bring him up? It's an embarrassing subject for *******s.

The P4P status means **** though because Pac will never step up and fight Mayweather. He's too scared of needles even though he gets tats all the time. Pacquiao will retire soon and Floyd will be #1 again so you won't have to worry about it OP.

The reason critics didn't rank PAc ahead of Floyd is because the critics knew what stage Pac beat EM and MAB at, and that Pac never really beat JMM. Just keep it real lol...

Before Floyd retired, why was PAc not ranked ahead of Floyd pfp if those 3 Mexican greats made PAc's resume so much greater than Floyd's as all of you *******s claim lol... Why was Pac not ranked higher than Floyd???

Last I heard, Pac beat Hatton at Hatton's best weight, and Floyd outpointed a six months pregnant version of Marquez in a joke of a mismatch.

Manny has a better resume, better achievements, better career, better weight-jumping record, etc etc. He has been the FOTD, no question about it.

Pac's been ko'd twice, and lost to a faded EM, and he's had a better career than Floyd lol... Nobody has yet to answer why beating 3 Mexican greats did not propel Pac over Floyd in the pfp ratings, or any ratings at the time lol...

Pacquiao win this now fascade of an award for fighter of the decade when Pac was not ranked ahead of Floyd on any list before Floyd retired... Was it Floyd's inactivity that won Pac the award, or was it PAc's wins over Cotto at 145 and Clottey at 147. Last I heard, Floyd had beaten Hatton and Dlh at his most comfortable weight...first, and beaten Juan Marquez much easier than Pac did if PAc ever beat JMM, yet Pac wins this dubious award lol...

What's the reasoning other than calling me a hater lol...
