Because in a court of law the innocent until proven guilty rule applys.

Now if pac hasn't already given the tests the courts may order him to have them done, give him a specific time an date to be there for blood test, leaving the possiblity of using masking agents so no PEDs would be found.

You see its impossible to use the innocent until proven guilty rule in this scenario, which is why i used the man an a wife scenario, the whole point of it was the man pulling out the perfume he was keeping as a surprize for his wife, so he could prove he was innocent after she accused him of cheating because she smelt the perfume. It peeves me so much when his defenders say the reason why he stutters and has never heard of a steroid is because he doesn't speak English very well.
