It wasn't allowed, they just simply didn't test for it. Comparing EPO and Xylocaine is ridiculous anyway. Not only is xylocaine not banned, but it's perfectly legal in Vegas. However, you can only use it up to a week before the fight. Given this, most of your argument on the issue is irrelevant anyway.

According to Kizer it wasnt banned and they didnt even consider banning because they didnt think a boxer would realize any benefits from it and wouldnt take it.
Kizer also stated he considered disciplenary action as well possibly denial of a future liscense in regards to finding out Mosley used EPO.
You don't know what you're talking about. It is ridiculous to compare lidocaine to EPO or Steroids. It does not make you bigger, stronger, faster, etc. And it is not an unfair advantage if it is legally available to BOTH fighters.
