Why do you think most sports test out of competition as well as in? There are various substances that might be used in training and then cycled out of the system before the drug testing period, EPO being one. Allows the athlete to train harder.
At this point, the snowball of PED allegations will still have doubt surrounding the rest of Pacquiao's career in the minds of his detractors. Let's say Pacquiao does all the random blood tests. People will still say he had months & months, if not close to a year, to cycle out of anything incriminating.
But Mosley wasn't training before he set up for the berto fight. You benefit most by training in camp. If Mosley took EPO during his camp with Berto, it's not going to help him much if at all vs during this camp.
They test up until two days before the fight. Mayweather may end up getting tested more, or they might end up being tested the same amount of times. We don't know.
