I think so, but it wouldn't be easy. Williams throws enough punches from enough angles to beat Toney because Toney isn't really very active. Toney wouldn't be able to keep that pace for 12 rounds and would get tired and ultimately lose a decision. But at the beginning of the fight I think Toney would have every advantage,.
I don't know how you people are acting like Toney could stop Williams. Nobody has ever stopped Williams just like nobody has ever stopped Toney. It's certain to get 12 rounds and probably would result in Toney losing because Toney in his prime could not throw 100 punches per round.

Toney by KO, this is an easy one. Toney is a defensive master, he will make Williams miss, and be able to counter with HARD punches unlike Martinez's pitter pat shots. This ends bad for Williams.
Paul Williams has never fought a fighter as big as Toney, Toney would bully the hell out of him. We know Toney can handle a fighter of Williams size, we don't know if Williams can though...Williams loses this bad.
