No one is to blame for the fight not happening other than the promoters and HBO for not getting the money. There was is no man at 140, since Mayweather left. Bradley fought all the top guys, was the first in the division to unify two respected titles, before he was unfairly stripped for fighting Nate. His resume at 140 shows that he is the man at 140, he isn't the lineal champ and he isn't the undisputed champ, only because he hasn't beaten the other top guy, Devon, but that fight will start a new lineal legacy, as well as settling the undisputed champion.
Baldomir was the man at 147 and Mayweather kicked his ass, Mosley became the man at 147 in PBF's absence and he got handled, making Mayweather the man at 147.

Devon is an upstart compared to his joining the elite ranks, just because Devon joined Tim at the elite class doesn't make Tim any less of the man in the division.
