I don't like to go just by what I read on Boxrec as it can be deceptive, but I've gotta agree with OP, if people are saying this guy would beat Mayweather, they are way overrating him.

Damn that **** was hard to find. I was begining to think I heard it from someone. Now....I don't think Floyd is doping either...nor do I think Manny is. Conte also states that he didn't know if that was the case for the proposed Mayweather/Pacquiao fight. He goes on to say that the loophole would be closed if the tests were random and unannounced.

Well guess what? The testing that Mayweather and Mosley was in fact random and unannounced. All the parties involved, including the USADA, said as much. Further proof that the tests were indeed random and unannounced was seen in 24/7 when Mosley was about to leave to go to Vegas and testing agents came out of nowhere to give him a random test. So there is no huge loophole in these tests. The only loophole would be the one Paquiao attemted to create by insisting on first a 30 day, and then a 24 day window. To try to suggest that Mayweather might be on something when he's going out of his way to have random and unannounced blood and urine testing for his fights seems very far fetched.
