As big as Floyd's ego is, I dont think he's about to muscle a guy who has just been elected Congressman in his country in the purse negotiations.

He did 1.4mil against Mosley, Pac did 1.25 against Cotto, PBF-Mosley had about triple the promotion behind it. That sounds as 50-50 as it can be.

Things have changed since the last time they negotiated, I think Pacquiao knows this which is why he's willing to come to Mayweather's original cut off straight away as he knows he's going to get bummed hard in the new set of negotiations.

Pacquiao has said he will go to 14 days, Mayweather will want it up to the fight so a 7 day cut off should suffice.

Second, why isn't Arum properly promoting Manny? and is it PBF fault that Arum didn't do his job?

The biggest problem here is mayweather clearly stated after the collapse of the 1st fight due to blood testing that he wont be making the 14 day offer again. It all the way up to the fight. Let's see how stubborn mayweather is.
