Maybe Lazlo Papp if not Sam Langford?

Papp had an outstanding amateur record of something around 288-12 and he was on the verge of a world title shot for the MW belt but Hungary revoked his permit to travel abroad thus ending his career (boxing was banned in Hungary).

I was going to say Michael Watson, but he's kinda bleak in comparison to Langford.

Audley could be put up there. He has some serious talent that guy, just hasn't been able to back it up with Heart and stomach most of the time.

Ike Ibeabuchi, never got to the point to fight for the title by going to jail for a long, long time...
I was thinking about guys who lost if they tried to take the title because they just had bad luck or a strong era, but some never even made it to a titleshot.
