Both Mayweather and Arum said that they wouldn't be making the same concessions if they try to make the fight again so why do people expect Mayweather to just roll over because Pacquaio changed him mind 5 months later once Floyd had pulled in a bigger PPV number than Pac ever has?

If the report is correct then Pacquiao is making an offer of 14 days for a cut off, if Mayweather wants it up to the day of the fight then they should meet mid way and agree 7 days out.
