This fight is/was/will be all bark & no bite.
If/When it happens expect a UD EASY win for Mayweather.
(Alot of people are gonna be disappointed)

I think your underestimating Margo's notoriety nower days; albeit it stems from dark circumstances that cast him in a negative light. He, none the less, is a popular guy and his image would certainly be projected to the maximum efforts of the promotion in a fight build up against Pacquiao.

What is wrong with you people?

-- Mayweather wanted USADA testing from the BEGINNING
-- He negotiated in good faith for MONTHS
-- Pac pulled out at the last minute and left Mayweather in a HORRIBLE position over a lie saying 14 days was never offered.
-- Pac then admitted it was offered, but said "I am fighting Clottey anyway."
-- Unfortunately the quake SAVES Mayweather and gives him an opponent.
    -- Pac fight sinks
    -- Mayweather's fight does gangbusters.
-- Pac says 14 days, "as long as it is not too much blood" (WTF does that mean?)

Now Pac wants to jump back into negotiations like 30+ year old fighters have 3-6 months to waste on guys who aren't men of their word? Right. After going through that it is understandable why Mayweather says take it or leave it.
